In the process that Chinese economy is turning the track, with the reforms of the state-owned enterprises and the adjustment of industrial structure, the unemployed conditions of China are becoming gradually stern, the problem of employment becomes the key problem that perplex the Chinese social economic development. In these changes, various flexible employment methods emerge with the tide of the times, and play the increasingly important role on the labor market. The flexible employment has the huge ability to absorb employment, becomes an important channel that absorbs new added labor force, the important channel that the unemployed workers get employment and a choice that university students get employment more and more. The employment is the root of people's lives, the foundation of our country, the flexible employment will be a farsighted development direction to resolve the problem of employment of China, perfect mechanism of marketed employment.  With the development of flexible employment, flexible employees have become increasingly a large and large-scale social group, the question of the social security for the flexible employees is becoming outstanding day by day, although, in 2003, Ministry of Labor and Social Security published the document that flexible employees can join the town workers' basic medical insurance, but the policies of provinces and cities are different, and the mode also did not unify. Therefore, we should put the medical insurance problem of the flexible employees on the agenda, the study of medical insurance that fit in with the flexible employees' characteristics and needs as soon as possible has become an urgent topic. This thesis researches the medical insurance policies and suggestions of the flexible employees that fit in with Chinese situations, draws up the decision to provide the support for the related working sections.  In these studies, we apply the following methods. Combine positive research with normative research, regard the positive research as the principle; Combine qualitative analysis with quantitative analysis, take quantitative analysis as the basis; Combine microeconomic research with macro economic research, with microeconomic research for point; Combine domestic analysis with successful lessons from other countries, regard domestic research as foundation; Combine theoretic survey with policy studies, take policy suggestions as the target.
